An indispensable qualification for society to manage the measurement of noise and vibrationstructure of measuring instruments, but also in measurement methods and eval-uation of measurement uncertainties. The year I obtained my certification, I was in charge of the development of a vibration level meter, one of the spec-ified measuring instruments used for transactions and certifications. I found that I could imagine clearly what kind of measurements would be involved and how the results would be evaluated.When we hold seminars on how to use the products we have developed and make proposals on systems based on our products, I make every effort to understand the concerns of customers who are utilizing the measuring instru-ments from their perspective. Instead of solely presenting abstract theories, I make a concerted effort to articulate all the specifics clearly. Correctly mea-suring a target object is a difficult and time-consuming task, so I hope to help everyone on-site by using my ideas for solutions.What is a certified environmental measurer?The national examination for certi-fied measurers is held every December, and the examinees must take examina-tions on two specialized subjects and two common subjects. Those who pass both examinations and undertake a sub-sequent five-day practical environmen-tal measurement course are qualified to apply for registration as a certified envi-ronmental measurer. In my view, these examinations are not easy, and only 19.8 % passed in 2023. When I was still fresh out of college and had little in my portfolio, a senior colleague of mine recommended taking on the challenge, saying that it would be a good learning opportunity. I followed his advice and ended up taking the examinations three times until I finally passed. The subjects include a wide range of topics in phys-ics, sound and vibration, laws and reg-ulations, and management, and I ded-icated all my extra time to the study—during my commute to work, and on Saturdays and Sundays.This qualification is not required for the work I do, which is the development of measuring instruments. However, as intended, the knowledge I gained while preparing for the examination has significantly enriched my understanding of specific tasks. My literacy level has in-creased in a wide range of subjects not limited to those in the specifications and This is Part 2 of a series of articles introducing the diverse qual-ifications held by Rion’s employees. In this installment, the focus is on the qualification of a certified environmental measurer. After developing vibra-tion level meters and vibration meters, he now works on developing sound level meters.Part 2 in the series: What is considered important in metrology is the accuracy and quality of the obtained values, and so there are international standards that define the performance of measuring instruments and methods of measurement. We must meet these standards in handling measuring instruments and performing measurements. I acquired the certifi-cation as an environmental measurer (noise/vibration), which covers the measurement of various types of noise and vibrations, such as those related to aircraft, road traffic, bullet trains, and wind power facilities. Measuring meth-od, thresholds, and target values are specified by the Noise Regulation Act, the Vibration Regulation Act, and envi-ronmental standards.The role of a certified environmental measurer is to carry out voluntary man-agement of measuring instruments and ensure proper measurement practices, and to take responsibility for the mea-surement results. Business operators providing measurement and certification services for noise and vibration, such as environmental consulting companies, must employ qualified environmental measurers. Some, like myself, are work-ing with instrument manufacturers as this certification is useful to understand the needs of customers using their products.19The certification for an environmental measurer is a national accreditation aimed at promoting the voluntary management of measuring instruments and ensuring adherence to proper measurement practices. There are two classifications of certi-fied environmental measurers: one for concentration and another for noise/vibration. The focus of the environmental certified measurers (noise/vibration) introduced here is to mea-sure and manage noise and vibration within factory settings that stem from machinery generating loud noise and vibra-tions, like presses and blowers. Moreover, they deal with noise and vibration arising from construction activities, automobiles, railways, and aircraft.
